ISSA Guidelines

As a form of comprehensive implementation of Good Governance principles, the Social Security Agency for Employment adopts the best standards of Good Governance guidelines at the International Social Security Association (ISSA) as a practical guide for the Board of Supervisors and the Board of Directors in the form of a check list of important elements that will help create and support the implementation of good governance principles in social security institutions.

Good Governance Structure

Board of Supervisors Committee

a Budget, Audit and Actuarial Committee (KAAA)

Budget, Audit and Actuarial Committee (KAAA) was established by the Board of Supervisors of Social Security Agency for Employment, as stipulated in the applicable laws and regulations.

The structure of Budget, Audit and Actuarial Committee (KAAA) consists of Members of the Board of Supervisors (as the Chairman and Deputy Chairman of KAAA), KAAA Senior Experts, KAAA Junior Experts and KAAA Administrative Staffs. The implementation of the functions and duties of KAAA is stipulated in the committee charter, and in carrying out these functions and duties, KAAA is directly responsible to the Board of Supervisors.

KAAA has the duties and functions to assist the implementation of supervisory duties and provide advice, input and considerations to the Board of Supervisors relating to the management of Social Security Agency for Employment by the Board of Directors.

The duties of the KAAA include the following:

  1. To assess and ensure the effectiveness of the internal control system.
  2. To evaluate the function of SPI, including the implementation of internal audit.
  3. To monitor and evaluate the adequacy of technical reserves.
  4. To review the process of determining the RKAT, program management reports and annual financial reports.
  5. To approve the allocation of surplus assets.
  6. To set criteria, provide recommendations and propose candidates for the appointment of independent actuaries and external auditors.
  7. To carry out the duties of external auditors and independent actuaries.
  8. To deliver KAAA's annual work program.
  9. To carry out identifcations related to the audit budget, and actuaries that require the attention of the Board of Supervisors.

The authorities of KAAA include the following:

  1. To access various necessary information
  2. To submit proposals for candidates for non-Board of Supervisors committee members
  3. To propose the use of an independent consultant
  4. To propose to invite professionals/ external experts/ external research institutes to discuss various aspects according to their expertise
  5. To prepare and submit annual work programs to the Chairman of the Board of Supervisors for determination
  6. To conduct field visits
  7. To submit proposals for prospective external auditors

b Participation and Service Expansion Committee (KPKP)

The Participation and Service Expansion Committee (KPKP) was established by the BPJS Employment Supervisory Board, as stipulated in the applicable laws and regulations.

The Participation and Service Expansion Committee (KPPP) consists of members of the Board of Supervisors (as the Chairman and Deputy Chairman of KPKP), KPKP Senior Experts, KPKP Junior Experts and KPKP Administrative Staffs. The implementation of the functions and duties of KPKP is stipulated in the committee charter, and in carrying out these functions and duties, KPKP is directly responsible to the Board of Supervisors.

KPKP has the duties and functions to assist the implementation of supervisory duties and provide advice, input and considerations to the Board of Supervisors relating to the management of Social Security Agency for Employment by the Board of Directors.

The duties of KPKP are as follows:

  1. To assess and ensure the effectiveness of management policies, achievement of targets and performance related to participation and service expansion.
  2. To conduct a review, especially in the field of participations and services to determine the strategic plan, work plan and annual budget of Social Security Agency for Employment.
  3. To conduct a review in the process of preparing suggestions, advice and considerations of the Board of Supervisors to the Board of Directors on the policies and Management of Participation and Service of Social Security Agency for Employment.
  4. To conduct a review on the preparation process for providing suggestions and considerations on program management reports to the President and other relevant agencies.
  5. To conduct other reviews related to the Participation and Service Expansion that require the attention of the Board of Supervisors.

c Risk Management and IT Monitoring Committee (KPMRTI)

The Risk Management and IT Monitoring Committee (KPMRTI) was established by the Board of Supervisors of Social Security Agency for Employment, as stipulated in the applicable laws and regulations.

The structure of the Risk Management and IT Monitoring Committee (KPMRTI) consists of Members of the Board of Supervisors (As the Chairman and Deputy Chairman of KPMRTI), KPMRTI Senior Experts, KPMRTI Junior Experts and KPMRTI Administrative Staffs. The implementation of KPMRTI's functions and duties is stipulated in the committee charter, and in carrying out these functions and duties, KPMRTI is directly responsible to the Board of Supervisors.

KPMRTI has duties and functions to assist the implementation of supervisory duties and provide advice, input and considerations to the Board of Supervisors relating to the management of Social Security Agency for Employment by the Board of Directors.

The duties of KPMRTI are as follows:

  1. To identify areas or regions or work units for events or factors that may affect the achievement of the objectives of Social Security Agency for Employment.
  2. To carry out both quantitative and qualitative measurement processes in an effort to determine risk categories and risk priorities which are taken into consideration in providing recommendations to the Board of Directors.
  3. To carry out a monitoring and evaluation process to ensure that risk mitigation measures have been implemented by the Board of Directors and to determine the effectiveness thereof.
  4. To coordinate and harmonize the implementation and measure the effectiveness of the risk management components in Social Security Agency for Employment.
  5. To review the process of placing Social Security Funds (DJS) and Social Security Agency for Employment Funds on investment instruments that are in accordance with applicable laws and regulations with the principle of prudence, while still providing optimal results. To carry out monitoring as well as recommendations on IT performance related to applications. To prepare the recommendation of the Board of Supervisors to the Board of Directors regarding the risks that may result in failure to achieve the objectives of Social Security Agency for Employment.

The authorities of KPMRTI include the following:

  1. To access various necessary information
  2. To submit proposals for candidates for non-Board of Supervisors committee members
  3. To propose the use of an independent consultant
  4. To propose to invite professionals/ external experts/ external research institutes to discuss various aspects according to their expertise
  5. To prepare and submit annual work programs to the Chairman of the Board of Supervisors for determination

d Organizational and HR Performance Management Policy Committee (KKPKOS)

The Organizational and HR Performance Management Policy Committee (KKPKOS) was established by the Board of Supervisors of Social Security Agency for Employment, as stipulated in the applicable laws and regulations.

The structure of the Organizational and HR Performance Management Policy Committee (KKPKOS) consists of members of the Board of Supervisors (as the Chairman and Deputy Chairman of KKPKOS), KKPKOS Senior Experts, KKPKOS Junior Experts and KKPKOS Administrative Staffs. The implementation of the functions and duties of KKPKOS is stipulated in the committee charter, and in carrying out these functions and duties, KKPKOS is directly responsible to the Board of Supervisors.

KKPKOS has the duties and functions to assist the implementation of supervisory duties and provide advice, input and considerations to the Supervisory Board relating to the management of Social Security Agency for Employment by the Board of Directors.

The duties of KKPKOS include the following:

  1. To assess and ensure organizational performance targets are achieved.
  2. To assess and ensure the effectiveness of organizational and HR management policies.
  3. To ensure the effectiveness of the implementation of the duties of the General Directorate and HR.
  4. To conduct a study in the field of organizational management and HR.
  5. To ensure that adequate evaluation and monitoring have been carried out on organizational and HR fulfilment management policies.
  6. To conduct a review in the process of preparing suggestions, advice and considerations to the Chairman of the Board of Supervisors on organizational and HR management policies.
  7. To conduct a review of the process of establishing Standard Operating.
  8. To ensure that there has been an adequate evaluation of the policies and internal information issued by the Agency.
  9. To review the process of preparing suggestions and considerations to the President and other relevant agencies in accordance with the authority of the Board of Supervisors in terms of evaluating the performance of the Board of Directors.
  10. To provide opinions and recommendations to the Board of Supervisors regarding its main duties and functions.

The authorities of KKPKOS include the following:

  1. To access various necessary information
  2. To submit proposals for candidates for non-Board of Supervisors committee members
  3. To propose the use of an independent consultant
  4. To propose to invite professionals/ external experts/ external research institutes to discuss various aspects according to their expertise
  5. To prepare and submit annual work programs to the Chairman of the Board of Supervisors for determination
  6. To conduct field visits
  7. To submit proposals for prospective external auditors

Good Governance Committee

The Good Governance Committee carries out tasks according to the work program and other tasks related to the implementation of good governance of Social Security Agency for Employment and coordinates with other Work Units related to the improvement of good governance infrastructure and the implementation of good governance within the Social Security Agency for Employment.
